NEW US Embassy in Iraq - New Type of Imperialism... Military Bases

The old concept of Empire is to conquer and take over a country.  The new idea is to occupy the country with military bases.  Take a look at the new American Embassy in Iraq.  It cost almost 1 Billion dollars to build, is composed of 27 buildings, will have a staff of 1600 people, and will cost 2 Billion dollars a year to maintain.  Why??
