But this is Barack Obama, whose idea of negotiating is to give away half the house before he's even asked the other side for the bathroom sink.

Apparently Obama will propose that people earning more than $1 million a year pay at least the same tax rate as middle-class earners. That's aiming mighty low.

America's median income is about $50,000. The typical taxpayer at that level pays approximately 20 percent in taxes.

Granted, that's a higher rate than most of today's super rich pay because of countless deductions, credits, and loopholes -- including, especially, their ability to take their incomes in the form of capital gains, taxed at 15 percent. That's a big reason Buffett's hundreds of millions a year are taxed at just over 17 percent -- a lower rate than his secretary faces, as Buffett often says.

But a 20 percent rate is still ridiculously low compared to what millionaires and billionaires ought to be paying. Officially, income over $379,150 is supposed to be taxed at 35%.

And even 35 percent is a pittance compared to the first three decades after World War II. Before Ronald Reagan slashed taxes on the rich in 1981, the highest marginal tax rate was over 70 percent. Under Dwight Eisenhower it was 91 percent. Even if you include deductions and credits, the rich are now paying a far lower share of their incomes in taxes than at any time since World War II.

Mark Zandi of Moody's Analytics Inc. estimates a three-to-four week shutdown would cut growth by 1.4 points. Zandi projects a 2.5 percent annualized pace of fourth-quarter growth without a shutdown. A two-week shutdown starting Oct. 1 could cut growth by 0.3 percentage point to a 2.3 percent rate, according to St. Louis-based Macroeconomic Advisers LLC. ... Read more

Looting the Pension Funds of Public Workers

In the final months of 2011, almost two years before the city of Detroit would shock America by declaring bankruptcy in the face of what it claimed were insurmountable pension costs, the state of Rhode Island took bold action to avert what it called its own looming pension crisis. Led by its newly elected treasurer, Gina Raimondo – an ostentatiously ambitious 42-year-old Rhodes scholar and former venture capitalist – the state declared war on public pensions, ramming through an ingenious new law slashing benefits of state employees with a speed and ferocity seldom before seen by any local government.

Called the Rhode Island Retirement Security Act of 2011, her plan would later be hailed as the most comprehensive pension reform ever implemented. The rap was so convincing at first that the overwhelmed local burghers of her little petri-dish state didn't even know how to react. "She's Yale, Harvard, Oxford – she worked on Wall Street," says Paul Doughty, the current president of the Providence firefighters union. "Nobody wanted to be the first to raise his hand and admit he didn't know what the fuck she was talking about." ... Read more

The year was 1997. US Treasury Secretary Robert Rubin was pushing hard to de-regulate banks. That required, first, repeal of the Glass-Steagall Act to dismantle the barrier between commercial banks and investment banks. It was like replacing bank vaults with roulette wheels.

Politico.com, the Washington insider website, has the money-in-politics scoop of the year: It has unmasked a previously unknown political money laundering operation, set up by the energy billionaires and libertarian Koch brothers, that raised $256 million and secretly spent almost all of it last year against Democrats.

"The group has about 200 donors, each paying at least $100,000 in annual dues," Politico reported, saying Freedom Partners would soon be filing papers with the IRS disclosing its existence. "It raised $256 million in the year after its creation in November 2011, the [IRS] document shows. And it made grants of $236 million--meaning a totally unknown group was the largest sugar daddy for conservative groups in the last election, second in total spending only to Karl Rove's American Crossroads and Crossroads GPS, which together spent about $300 million." ... ... Meanwhile, I called Adult Protective Services right after talking to Margaret Mary, and I explained the situation. I said that she had just been let go from her job as a professor at Duquesne, that she was given no severance or retirement benefits, and that the reason she was having trouble taking care of herself was because she was living in extreme poverty. The caseworker paused and asked with incredulity, "She was a professor?" I said yes. The case- worker was shocked; this was not the usual type of person for whom she was called in to help. ...

After the shooting spree at Washington's Navy Yard, President Barack Obama ordered a review of security clearance policies across the government. Yesterday, Secretary of Defense Chuck Hagel reiterated the president's directive for a broad review. Hagel said in hindsight there were red flags in the background of Aaron Alexis, the man who killed 12 people at the Navy Yard. Critics say the tragedy might have been prevented if more stringent security clearance procedures had been in place. Others argue the procedures are sound, but not always followed as closely as they should be.

When 13 people died in a shooting rampage at the Navy Yard in Washington, D.C., on Monday, the story made front page news. Many of the mass shootings that have happened since the massacre of elementary school students and teachers in Newtown, Conn., last December didn't.

The FBI's definition of mass murder is the slaying of four or more people. There have been at least 17 such tragedies already this year where the victims were gunned down, but shootings related to drug or gang violence often get less attention than those perpetrated by a crazed gunman. ... Al-Qaida's leader on Friday marked the anniversary of the Sept. 11, 2001 attacks by calling on Muslims to strike inside the United States, with big attacks or small, using any opportunity they can to "bleed" America financially.

In an audio message released two days after the 12th anniversary of the attacks, Ayman al-Zawahri said America is not a "mythic power" and that the mujahedeen -- Islamic holy warriors -- can defeat it with attacks "on its own soil."

Al-Zawahri, the successor to Osama bin Laden, used the anniversary to argue that the United States can be defeated by targeting its economy. At the same time, he also addressed the ongoing upheaval in the Arab world. Pointing to a power struggle going on within the rebellion against Syria's regime, he warned jihadi fighters in that country's civil war not "compromise" with more secular or moderate rebel factions, who he said would eventually turn against the al-Qaida-linked radicals. ... ... Millennials -- those born between the early 1980s and the late 1990s/early 2000s -- in the United States inherited a country that is broken in many respects. From the worst economy in 80 years to a post-9/11 surveillance state to a dysfunctional healthcare system, Millennials have been given a raw deal. And fighting to get the country back on track will be an enormous task for them. ...

  1. A dying middle class - Many Baby Boomers and members of the Silent Generation (essentially the younger end of the World War II generation) entered the workforce at a time when there were still plenty of good-paying jobs in the United States. In the 1950s, 1960s and 1970s, a college degree practically guaranteed a job that paid a living wage, and for blue-collar workers who went to trade school, high-paying unionized jobs were not hard to come by. Gen X, however, confronted some harsh realities during the recession of the early 1990s, when many college graduates found themselves in dead-end service jobs (which was unheard of in the 1950s and 1960s).
  2. The financial crash of Sept. 2008 - The United States' financial problems didn't begin with the crash of September 2008. American manufacturing jobs were being exported to developing countries long before that, and the North American Free Trade Agreement of the early 1990s proved to be every bit as damaging as Ross Perot predicted it would be. But the crash of 2008 greatly accelerated the U.S.' decline, and five years later, millions of Americans continue to suffer.
  3. Crushing student loan debt - Millennials are graduating from high school at a time when there is a serious shortage of both good, unionized blue-collar jobs and a shortage of good, white-collar jobs.
  4. The broken healthcare system - Millennials certainly wasn't the first generation of Americans to be victimized by the U.S.' dysfunctional health insurance system. But a system that was broken in the 1980s and 1990s has gone from bad to worse: premiums have skyrocketed.
  5. The post-9/11 surveillance state - Millennials have spent their adult lives in an era in which constitutional liberties are under constant attack in the name of fighting terrorism.
  6. Endless war - Post-9/11, the U.S. has been in a constant state of war. The neocon-dominated George W. Bush administration gave us the disastrous invasion of Iraq, which was one of the worst foreign policy blunders in U.S. history.
  7. Painfully low interest rates
  8. Bailouts and the federal deficit - It's understandable that members of the Tea Party were indignant about the U.S.' gigantic federal deficit. But the Tea Party become useful idiots for the banksters and stooges for the 1% when they turned their wrath on food stamp recipients and the poor instead of pointing the finger at the real culprits: Wall Street, bailouts that cost billions of dollars, corporate welfare, the military/industrial complex, the failed war on drugs and the prison/industrial complex.
  9. The George W. Bush administration - Between a record federal deficit, the war in Iraq, the torture of political detainees, the eroding of constitutional liberties and the financial meltdown of 2008, the Bush years were devastating for the United States.
  10. Unlikely homeownership - In the United States, banksters went from one extreme to another when it came to mortgages. During the George W. Bush years, many banksters were only too happy to give mortgages to people they knew would likely end up in foreclosure. People making only 15K or 16K were given $300,000 or $400,000 adjustable-rate mortgages with down payments of 3.5% or 5%. But now, some banks have gone to the opposite extreme and are asking for down payments of up to 30% or 40%.

In an August 2013 article titled " Larry Summers and the Secret 'End-game' Memo," Greg Palast posted evidence of a secret late-1990s plan devised by Wall Street and U.S. Treasury officials to open banking to the lucrative derivatives business. To pull this off required the relaxation of banking regulations not just in the US but globally. The vehicle to be used was the Financial Services Agreement of the World Trade Organization.

The "end-game" would require not just coercing support among WTO members but taking down those countries refusing to join. Some key countries remained holdouts from the WTO, including Iraq, Libya, Iran and Syria. In these Islamic countries, banks are largely state-owned; and "usury" -- charging rent for the "use" of money -- is viewed as a sin, if not a crime. That puts them at odds with the Western model of rent extraction by private middlemen. Publicly-owned banks are also a threat to the mushrooming derivatives business, since governments with their own banks don't need interest rate swaps, credit default swaps, or investment-grade ratings by private rating agencies in order to finance their operations. ... As the housing market soared, the investors scooped up thousands of liens in every corner of the city, then started charging homeowners legal fees and other costs that far exceeded their original tax bills, a gamechanger that has made it more difficult for families to save their homes. In United States history, the Gilded Age was the period following roughly from the 1870s to the turn of the twentieth century. The term was coined by writers Mark Twain and Charles Dudley Warner in The Gilded Age: A Tale of Today, satirizing what they believed to be an era of serious social problems hidden by a thin gold gilding.

The Gilded Age was an era of enormous growth, especially in the North and West. This attracted millions of emigres from Europe. However, the Gilded Age was also an era of enormous poverty. The average annual income for most families was $380, well below the poverty line.[1] Railroads were the major industry, but the factory system, mining, and labor unions also increased in importance. Two major nationwide depressions known as the Panic of 1873 and the Panic of 1893 interrupted growth. The South remained economically devastated; its economy became increasingly tied to cotton and tobacco production, which suffered low prices.

In June, Süddeutsche Zeitung reported that the base in Stuttgart and the US Air Force's Air Operations Center in Ramstein were both integral to drone operations in Africa.

Key logistics support hubs for AFRICOM are located in Rota, Spain; Aruba in the Lesser Antilles; and Souda Bay, Greece, as well as at Ramstein. The command also maintains a forward operating site on Britain's Ascension Island, located about 1,000 miles off the coast of Africa in the South Atlantic, but refused requests for further information about its role in operations. ... He and his wife Donna sold their house in Charlotte, N.C., in January for $3.15 million and their mountainside mansion in Aspen for $13.5 million, $3.35 million less than what they paid for it in 2006.

They appear now to have only one home, a $4.1 million condo in a beachfront high-rise in Naples, Fla.

  7. Public spending on public education has dropped 30% even as enrollment at public colleges has jumped 34%.
  8. As college costs have shot up, so has student debt. Americans owe almost $1 trillion on their student loans, 310% more than a decade ago.
  9. In 1989, 9% of households had student debt. Today nearly 20% do.
  10. The average amount of student loan debt has increased 177% since 1989.
  11. 56% of all student loan debt is owed by households headed by people 35 or older.
  12. 47% of total student loan debt is held by households with incomes below $60,000.
  13. Nearly half of college graduates with student debt say it has made it more difficult for them to make ends meet. 24% say it has affected their career choices.

The Syria Intervention Plan Is Being Pushed by Oil Interests, Not Concern About Chemical Weapons

On 21 August, hundreds - perhaps over a thousand - people were killed in a chemical weapon attack in Ghouta, Damascus, prompting the US, UK, Israel and France to raise the spectre of military strikes against Bashir al Assad's forces.   The latest episode is merely one more horrific event in a conflict that has increasingly taken on genocidal characteristics. The case for action at first glance is indisputable. The UN now confirms a death toll over 100,000 people, the vast majority of whom have been killed by Assad's troops. An estimated 4.5 million people have been displaced from their homes. International observers have overwhelmingly confirmed Assad's complicity in the preponderance of war crimes and crimes against humanity against the Syrian people. The illegitimacy of his regime, and the legitimacy of the uprising, is clear.

Much of the strategy currently at play was candidly described in a 2008 US Army-funded RAND report, Unfolding the Future of the Long War (pdf). The report noted that "the economies of the industrialized states will continue to rely heavily on oil, thus making it a strategically important resource." As most oil will be produced in the Middle East, the US has "motive for maintaining stability in and good relations with Middle Eastern states". ... Read more

Those doubts were fuelled by evidence that the plant is seeping up to 300 tonnes of contaminated water into the Pacific Ocean every day. In a separate incident, a water storage tank was found to have leaked about 300 tonnes of highly toxic water, some of which could have found its way into the sea.

At the weekend, radiation near another tank was measured at 1,800 millisieverts an hour -- a level that could kill an unprotected person in just four hours -- and 18 times higher than previously thought. ... Read more

The 8 Groups in America That Are the Most Screwed-Over by Predatory Capitalism

We live in a society that allows one man to make $15 million a day while a low-income mother gets $4.50 a day for food, and much of Congress wants to cut the $4.50.   Are political and corporate leaders even remotely aware of the conditions of society beneath the wealthiest 10% or so?   The following are some of the victims of an economic system that has forgotten the majority of its people.

  1. Children - One out of every five American children now lives in poverty, and for black children it's nearly one out of TWO. Almost half of food stamp recipients are children.
  2. Students - Over the last 12 years, according to a New York Times report, the United States has gone from having the highest share of employed 25- to 34-year-olds among large, wealthy economies to having among the lowest. The number of college grads working for minimum wage has doubled in just five years.
  3. The Elderly - Three-quarters of Americans approaching retirement in 2010 had an average of less than $30,000 in their retirement accounts. The percentage of elderly (75 to 84) Americans experiencing poverty for the first time doubled from 2005 to 2009.
  4. Wage Earners - Workers have 30% LESS buying power today than in 1968. If the minimum wage had kept up with employee productivity, it would be $16.54 per hour instead of $7.25.
  5. The Sick and Disabled - Over 200 recent studies have confirmed a link between financial stress and sickness. In just 20 years America's ranking among developed countries dropped on nearly every major health measure.
  6. Women - Recent figures from the Bureau of Labor Statistics reveal that women earn just 80% of men's pay. In Washington, DC and California, Hispanic women make only 44 cents for every dollar made by white men.
  7. Minorities - The Economist states: Before the 1960s...most blacks were poor, few served in public office and almost none were to be found flourishing at the nation's top universities, corporations, law firms and banks. None of that is true today.   Wrong. Much of that is true today.
  8. The Homeless - The super-rich want homeless people to get jobs. But they don't want to pay taxes to support job creation. If the richest Americans - the Forbes 400 - had paid a 5% tax on their 2012 investment earnings, enough revenue would have been generated to provide a full-time minimum wage job for every person who was homeless in America on a January night in 2012.

The animals were born after researchers combined cells from different embryos and implanted them into female monkeys.

Such animals, which contain genetically distinct groups of cells from more than one organism, are called "chimeras". Chimeras are important for studying embryonic development, but research has largely been restricted to mice.

The rhesus monkeys, which are normal and healthy, are made up of a mixture of cells representing as many as six distinct individuals.

"The cells never fuse, but they stay together and work together to form tissues and organs," said co-author Shoukhrat Mitalipov of the Oregon Health and Science University in Portland, US.

AI research has been defined as the field of study of intelligent agents, which refers to any system that perceives its environment and takes actions that maximize its chance of achieving its goals.

The term "artificial intelligence" had previously been used to describe machines that mimic and display "human" cognitive skills that are associated with the human mind, such as "learning" and "problem-solving". This definition has since been rejected by major AI researchers who now describe AI in terms of rationality and acting rationally, which does not limit how intelligence can be articulated.

Quantum mechanics is a fundamental theory in physics that provides a description of the physical properties of nature at the scale of atoms and subatomic particles.  It is the foundation of all quantum physics including quantum chemistry, quantum field theory, quantum technology, and quantum information science.
Classical physics, the collection of theories that existed before the advent of quantum mechanics, describes many aspects of nature at an ordinary (macroscopic) scale, but is not sufficient for describing them at small (atomic and subatomic) scales. Most theories in classical physics can be derived from quantum mechanics as an approximation valid at large (macroscopic) scale.

The report determined that the stated Chinese nuclear arsenal is understated and as many as 3,000 nuclear warheads may be stored in the underground tunnel network.

On September 11, 2001, 19 terrorists attacked the Unites States. They hijacked four airplanes in mid-flight. The terrorists flew two of the planes into two skyscrapers at the World Trade Center in New York City. The impact caused the buildings to catch fire and collapse. Another plane destroyed part of the Pentagon (the U.S. military headquarters) in Arlington, Virginia. The fourth plane crashed in Shanksville, Pennsylvania. Officials believe that the terrorists on that plane intended to destroy either the White House or the U.S. Capitol. Passengers on the plane fought the terrorists and prevented them from reaching their goal. In all, nearly 3,000 people were killed in the 9/11 attacks.
